Inspired by the Soviet badge "Excellence in Sanitary Defense of the USSR" established by the Executive Committee of the Soviet Red Cross and Red Crescent Society of the USSR in 1935.

It was used to reward active participation in the dissemination of military medical knowledge and for compliance with sanitary standards.
